Grants Finance & Compliance Manager/Lead

Transport & Environment, Europe's leading advocates for clean transport & energy, is looking to hire a new position to support the finance team.

We are seeking a dedicated Grant Financial Management & Compliance Officer to oversee the financial management, reporting, and compliance requirements for key institutional donors, including notably the European Commission (EC), Mercator, DAF, CAF, Norad, Climate Imperative, and Tilia.

This is a unique opportunity to shape financial compliance and donor relations at a critical time for our organization. The role offers visibility across multiple programs and the chance to build sustainable financial systems that will ensure our continued growth and donor trust.The Grants Finance & Compliance Manager/Lead will report to our Finance Director.

RESPONSIBILITIES

This role will bridge the gap between internal financial processes and donor expectations, ensuring timely, accurate, and compliant financial reporting while minimizing compliance risks.

The ideal candidate will proactively develop systems and processes for donor compliance, lead audit preparation, and coordinate with internal teams to deliver on all financial requirements.

Financial Grant Management & Reporting

  • Oversee financial management for all assigned grants, ensuring accurate and timely reporting to donors.
  • Prepare detailed financial reports aligned with each donor's requirements (EC, Mercator, DAF, CAF, Norad, etc.).
  • Monitor project budgets, expenditures, and variances to ensure compliance with donor agreements.
  • Develop dashboards or tools to improve internal visibility on grant finances.

Compliance & Audit Readiness

  • Ensure compliance with all donor-specific financial requirements, including timesheets, cost allocations, and supporting documentation.
  • Lead audit preparations for donor audits (e.g., EC audit for 2023 figures).
  • Anticipate upcoming compliance obligations (e.g., CAF timesheets 2025) and implement systems accordingly.

Process Improvement & Systems

  • Work closely with Finance, Operations, and Program teams to improve financial workflows and documentation standards.
  • Propose and implement internal controls to mitigate financial and compliance risks.
  • Develop templates, timelines, and best practices for donor financial management.

Stakeholder Engagement

  • Serve as the main point of contact for all donor financial inquiries.
  • Liaise with internal and external auditors, program teams, and donors on financial compliance matters.
  • Provide training or guidance to program staff on donor financial requirements when needed.

REQUIREMENTS

  • Bachelor's or Master's degree in Finance, Accounting, Business Administration, or related field.
  • Minimum 3–5 years' experience in financial management, ideally with exposure to donor-funded projects or NGOs.
  • Strong knowledge of EU and institutional donor financial regulations is an asset (EC, Norad, CAF, etc.)
  • Experience preparing for donor audits and implementing compliance systems.
  • Excellent analytical and problem-solving skills; strong attention to detail.
  • Proactive and solution-oriented mindset.
  • Ability to translate complex donor requirements into clear internal processes.
  • Comfortable managing tight deadlines and changing priorities.
  • High ethical standards and commitment to financial transparency.
  • Proficiency in Excel and financial management systems.
  • Strong organizational and communication skills; ability to work across teams and manage multiple deadlines.
  • Fluency in English required; additional languages a plus.

WHAT WE OFFER

This position is advertised as a permanent, full-time position based in Brussels. While we offer a flexible working environment, there is an expectation that at least three days per week will be spent in the office.

The start date would be as soon as possible in January 2026.

The salary package depends on experience.
